The Administration's View of Federal Science

The Trump administration has framed its science agenda in the language of accountability and national priority. In its view, large portions of federal research spending had drifted into ideologically driven territory — funding diversity, equity, and inclusion initiatives, climate research, and social-science programs it considered peripheral to American competitiveness. The FY 2026 budget request called for sharp cuts to "climate; clean energy; woke social, behavioral, and economic sciences; and programs in low priority areas of science." The implicit theory is that public research dollars should be concentrated on areas of strategic economic and national-security value, with AI, quantum computing, and applied technology as the favored destinations.

The administration's stated rationale — redirecting rather than simply cutting — sits in tension with the actual numbers it proposed. For the NSF alone, the FY 2027 request would slash the agency's roughly $9 billion budget by more than half, to $4 billion, with two priority areas, AI and quantum computing, receiving $655 million and $231 million respectively. Critics note that even within the administration's preferred domains, basic research funding would fall sharply. NSF's basic quantum and AI research funding, for example, would be cut by 37 percent and 32 percent respectively under the proposal.

Research Priorities, Grants, and Institutional Control

Beyond budget proposals, the administration took direct administrative action on grant funding from the outset. The Trump administration cut or froze over $3 billion in previously approved research grants from the NSF and NIH, according to reports compiled by independent researchers at Grant Witness. More than 2,300 NIH grants were terminated by late June 2025, with nearly 1,100 grants remaining terminated as of May 2026. Federal agencies also revised grant review processes to flag or exclude applications containing DEI-related terms or focus areas including discrimination, diversity, equity, and race.

The administration also pursued a structural change to how universities are reimbursed for the costs of hosting federally funded research. It made several attempts to cap reimbursements for indirect costs at 15 percent, well below the federally negotiated rates that typically range from 30 to 70 percent. In the first half of 2025, NIH, DOE, NSF, and the Department of Defense each released policies imposing the 15 percent cap on all R&D awards to higher education institutions. The administration argued the move would redirect money from overhead to actual research. Universities and academic associations countered that indirect costs fund the laboratories, regulatory compliance, and infrastructure that make research possible at all.

The courts and Congress largely blocked these caps. A federal judge permanently blocked NIH's version of the policy, ruling the agency had violated federal law and flouted regulatory procedures. Congress included language in several FY 2026 appropriations acts that ultimately blocked the administration from imposing indirect cost caps on federal grants. After those defeats, the White House pivoted toward embedding its priorities in the OMB Uniform Guidance, the rulebook that governs all federal grants, shifting from executive action to formal rulemaking in an effort to build more durable legal ground.

Scientific Independence and Political Direction

A consistent pattern across the administration's actions has been the marginalization of peer review, independent advisory bodies, and career scientific staff in favor of political direction. Proposed OMB rules would grant agency heads broad authority to direct research priorities, terminate grants without peer review, and override scientific advisory panels, concentrating power in political appointees.

The administration weakened or marginalized science advisory bodies across government, including ousting advisory boards at the Environmental Protection Agency and the Centers for Disease Control and Prevention. At the Food and Drug Administration, the administration also moved to eliminate a long-standing policy of having outside experts review new drug applications. In April 2026, the administration dismissed the National Science Board, the body established by Congress in 1950 to oversee NSF — a move scientists described as an escalation against institutional research independence.

The administration did reconstitute the President's Council of Advisors on Science and Technology (PCAST). Of the first seven appointees, only one was an academic, though five held Ph.D.s, with the remainder drawn largely from the technology industry. The composition signaled an advisory model oriented toward commercial application rather than basic research or academic expertise.

Universities, Agencies, and the Research Workforce

The effects on the research workforce have been measurable and significant. Federal agencies lost approximately 10,109 doctoral-level experts in STEM and health fields over the course of 2025; though they represented just 3 percent of total federal departures, they accounted for 14 percent of the STEM PhDs employed by the government at the end of 2024. Reductions of force imposed by DOGE were not the main driver of the exodus; instead, many experts simply resigned, with voluntary departures and retirements the most common reason, as scientists chose to leave rather than participate in an increasingly politicized federal environment.

The effects extended to the grant-making pipeline. The NSF awarded just 613 grants in the portion of FY 2026 tracked by Grant Witness, approximately 20 percent of the level at the same point in each of fiscal years 2021 through 2024; the amount of funding awarded was at similarly low levels, about one-third of previous years. Although NSF and NIH ultimately spent much of their FY 2025 budgets, they did so by paying off more multiyear grants and funding fewer new grants than usual, reducing support for new areas of inquiry.

Congress did buffer some of the most severe proposed cuts. The FY 2026 spending package shrunk NSF's budget by 3.4 percent rather than the 55 percent reduction the White House had requested, with its research account held steady at $7.18 billion. NASA's science missions received $7.25 billion, a cut of $84 million or 1.1 percent, compared with the 47 percent reduction Trump had sought.

Innovation, Public Trust, and International Competition

The administration has argued that its approach strengthens American competitiveness by focusing resources on high-value applied research, particularly in AI and advanced technology. That argument faces a significant structural challenge: the pipeline of applied innovation in the United States has historically depended on the basic research conducted at universities and federal labs, much of which the administration's proposals would cut most severely. The FY 2027 budget request would also eliminate programs focused on climate change and the environment and limit agency spending on publishing scientific papers and subscribing to journals — actions that affect the international dissemination and credibility of American research.

The Partnership for Public Service reported that the federal government is spending less on scientific research in a majority of states and congressional districts, a development with implications that cross partisan lines. As the organization's president noted, this is "not a red state, blue state issue," with many traditionally Republican states among those that most benefit from federal science investment. Meanwhile, China has continued to expand its research funding and STEM workforce development, making the timing of U.S. reductions a recurring concern in congressional debates about the NSF and NASA budgets.

The Test of Scientific Capacity

Separating what is established from what remains contested is important in assessing this period. What is well-documented: the administration proposed unprecedented cuts to the major science agencies for two consecutive fiscal years; Congress rejected the most severe of those proposals in FY 2026 and is debating similarly deep cuts again for FY 2027; grant-making at NSF and NIH has fallen sharply in practice, regardless of appropriated budget levels; and federal science agencies lost tens of thousands of employees, including a substantial share of doctoral-level scientists, in the 18 months following January 2025.

What remains genuinely disputed is the administration's core claim — that redirecting money from DEI programming, climate research, and social science toward AI and applied technology will produce better science outcomes for the country. That proposition has not been tested at scale, and the grant-award data suggest the redirection has not yet materialized as a coherent alternative program. The NSF closed a social science directorate in April 2026 apparently to comply with the president's budget proposal, even though Congress had not yet debated it, suggesting that administrative pressure is reshaping agency behavior independently of the formal appropriations process.

What has not yet been fully tested is the long-term effect on scientific capacity. Scientific workforces and research pipelines are slow to build and quick to damage. The departure of experienced researchers, the suppression of new grant awards, and the uncertainty created by the OMB rulemaking now pending with an anticipated effective date of October 2026 are conditions whose full consequences — for pharmaceutical development, for basic physics, for the training of the next generation of American scientists — will take years to assess. The administration's bet is that streamlining and redirecting federal science will yield efficiency and strategic focus. The evidence accumulated so far points more clearly toward disruption than toward either outcome.
